“There is a global prison crisis,” said Manfred Nowak, thetop investigator on torture and punishment for the United Nations, at the XVIIIInternational AIDS Conference in Vienna, The Associated Press (AP) reports.Nowak said that prisons are facilitating the transmission of HIV worldwide. Contributingfactors include: overcrowding, non-sterile drug injection equipment, sex, rapeand tattooing. He urged officials to provide HIV testing and education inprisons, as well as free condoms.
