In Uganda, HIV-positive teenagers who were born with the virus are now transmitting it sexually to HIV-negative teenagers, IPS reports. Unprotected sex, lack of access to condoms, increased hormones and sexual desires, and fear of disclosure are some of the contributing factors behind this growing concern. The Ugandan Ministries of Health and Education allows sex education, but the ministry cannot reach a consensus on whether to distribute condoms in schools.
