CHOWCHILLA, CALIFORNIA -- A hundred-plus protesters rallied in January outside the Central California Women’s Facility, where 40 percent of the prisoners are HIV positive, to demand an independent investigation into last year’s unprecedented 17 behind-the-bars deaths. UC San Francisco doctors reported that two of the three inmates who died in December could have been saved by decent, timely medical care.
