The World Bank recently showed tough love concerning Zambia’s ambitious new AIDS policies. A $42 million dollar loan for free antiretrovirals was withheld until legislation criminalizing the deliberate transmission of HIV is enacted. Meantime, the government struggles for bucks to provide a pilot progam to treat 10,000 HIVers and scale up mama-to-baby prevention, which will surely drop rates.
