New government stats show that Portugal’s HIV rate is the highest in the European Union -- about four times the average and the only one that’s still rising. Stay tuned to see if the recent decriminalization of drug use -- including heroin injection, the main infection route in Portugal -- will turn down the viral volume. Since July 2001, users in Portugal have been swapping jail time for mandatory counseling or drug treatment.
