The Cook Islands has diagnosed its first HIV-positive resident, the Earth Times reports. Prime Minister Henry Puna said the government has considered quarantining or deporting the person. Both options are being met with opposition from health and human rights officials because such actions may deter at-risk islanders from getting tested. The country is comprised of 15 islands located nearly 2,000 miles south of New Zealand.
