Congress adjourned in November just as the global AIDS bill, which would have boosted the U.S. contribution to the Global AIDS Fund from $300 mil to $1 bil, was slouching toward passage. Another bill that bit the dust would have upped money for microbicides -- gels that block HIV transmission in sex. Advocates say it was a battle lost, but the war can still be won if both bills’ backers reintroduce the legislation in the new Congress.
