A new report shows that significant advances have been made worldwide against inappropriate criminal laws and prosecutions for HIV nondisclosure, according to a statement by the Global Network of People Living with HIV (GNP+) and the HIV Justice Network, which coauthored the report. Advancing HIV Justice reviews an 18-month period from September 2011 to March 2013. In that time, advocates have generated social science showing the ways that overly broad HIV criminalization can be harmful; advocates also challenged laws and sought reforms, and they addressed legal processes and enforcement. The report also shows that complex intersections of laws, policies and practices—in addition to social, epidemiological and cultural contexts—challenge the progress of reform.
