In five years, the use of free condoms provided by the Indian government fell 38 percent, International Business Times reports. From 2006 to 2007, 26 million were distributed. From 2010 to 2011, 16 million were given out. The reasons for the decline include a decrease in social marketing by the government, as well as increases in permanent methods of contraception and the use of birth control pills. In rural India, about 70 million women used pills in 2006, which increased to 84 million users in 2011.
