Data shows people with HIV who identify as transgender or third sex are more likely than any other group to feel it is reasonable to avoid HIV disclosure (61 percent), testing (58 percent) or treatment (48 percent) because of fear of HIV criminalization, according to a statement by the Transgender Law Center and the Sero Project, which conducted the 2012 National HIV Criminalization Survey. Only 14 percent of them believed a person with HIV in the United States accused of nondisclosure could get a fair hearing in court.
