Proposed budget cuts in the 2011 fiscal year that would have affected LGBT homeless youth and HIV testing have been restored, according to a statement from The New York City Council. Speaker Christine C. Quinn and Finance Chair Domenic M. Recchia Jr. negotiated the agreement with Mayor Michael Bloomberg. The funds restore support for drop-in and outreach services for homeless LGBT youth, as well as rapid HIV tests by the city’s health department.
