AIDS groups have condemned Kenyan cabinet minister Esther Murugi’s suggestion that HIV-positive people should be “locked in,” PlusNews reports. At a January meeting on HIV/AIDS with members of the nation’s parliament, Murugi-whose department encompasses Kenya’s National AIDS Control Council-spoke of Fidel Castro’s quarantine of HIV-positive Cubans in the late 1980s and contemplated applying a similar system in Kenya. Activists criticized Murugi’s comments as increasing HIV stigma and discrimination.
