The Justice Act, a new bill introduced in the U.S. House of Representatives in August by Rep. Barbara Lee (D-Calif.), aims to overturn federal law forbidding condom distribution in federal correctional facilities, according to the Housing Works blog. Activists have recommended this change for years to reduce HIV rates. The Justice Act can’t legalize condom distribution in city or state prisons, but it does include language advising state legislatures to adopt the practice. Condom distribution is currently legal only in state prisons and jails in Mississippi and Vermont and in city prisons and jails in Los Angeles, New York, Philadelphia, San Francisco and Washington, DC.
