U.S. AIDS Policy Ruled Unconstitutional
May 10, 2006—A federal judge ruled yesterday that the Bush Administration is violating the First Amendment by requiring that overseas AIDS groups denounce prostitution in order to get U.S. funds. The government did not immediately comment on the decision, which notes that the Supreme Court has repeatedly found against linking “speech” to participation in government programs.
