September 18, 2006—The Ugandan Parliament has drafted a bill that would apply the death penalty for any positive adult found to have had consensual or nonconsensual sex with a minor. One in ten Ugandans are infected with HIV, and, according to The African Network for the Prevention and Protection Against Child Abuse and Neglect, sexual abuse in Uganda is increasing.
