This the same as the Catholic Church selling indulgences, a Get-Out-Of-Sin-Free Card just for the rich. He broke the law, whose limits were set for people just like him. His philanthropy is disingenuous and stems from his corruption; he's not learning anything with a slap on the wrist.

One question is he doing it out of the goodness of his heart or is he using it to get out of serving time for breaking the law.
